FCC records conditional approval and Covered List exemption for Manna's 383.2 delivery drone

TLDR

  • An FCC public notice released 23 October records Department of War conditional approvals for six products, including Manna's 383.2 drone.12
  • The exemptions depend on an onshoring plan and can end, returning the equipment to the Covered List.1
  • FlightBrief says Manna has not described the 383.2 publicly; it counts 20 drones or parts approved this way since March.3

The FCC's Public Safety and Homeland Security Bureau released notice DA 26-1154 on 23 October announcing conditional approval and exemption of certain uncrewed aircraft systems and other equipment from the Covered List.1 NatSec Noir's record of the notice lists six items approved by the Department of War: Manna Drones Delivery's "383.2 Uncrewed Aircraft Systems"; Alpha Networks' XGSPON ONT 1000 series router; Bloom Energy inverters; Hitachi Energy Power Conversion Solutions' WD3 and WD4 inverters; Haystack Robotics' Violet AI robotic device; and T-Robotics' automated guided vehicles.2 The FCC document text, as retrieved, stops before the Manna entry, so that entry rests on NatSec Noir and FlightBrief.123

The notice says the exemptions depend on each applicant keeping to its onshoring plan and, for every item except Alpha Networks, on updated product vetting.1 They may be terminated, with the equipment returned to the Covered List, if the plan is violated or false or misleading statements are found.1 The notice recounts the background: all foreign-produced uncrewed aircraft systems and critical components were added to the Covered List on 22 December 2025; Blue UAS list items and Buy American domestic end products were exempted in January 2026; the first conditional approvals followed in March; toy drones were exempted on 15 June; and on 21 July the Blue UAS and domestic exemption was extended to 1 January 2028, with conditional approvals not terminating on 31 December 2026 so long as the plan is followed.1

FlightBrief reports that this is the 20th drone or part approved this way since March, by its own count, and that the Irish delivery company has not publicly described the 383.2 and had nothing on its news page on 27 October.3 It adds that Manna paused Irish deliveries on 19 June citing planning refusals, named Tulsa its US base in July with more than 1,000 jobs, opened its first Tulsa base on 12 August, said on 13 October that the first "made in America" aircraft were in production, and has been reported to be near 400,000 deliveries.3 These company details are FlightBrief's account and were not checked against Manna.

Why it matters: the notice exempts an Irish delivery company's drone from the Covered List on conditions tied to an onshoring plan, and it can be withdrawn, while FlightBrief says the 383.2's specifications are not public.13
