Ukraine claims Kamensky propellant plant strike
TLDR
- Ukraine says Neptune missiles and drones hit Kamensky Combine on 31 October, igniting a warehouse and damaging four workshops.14
- Absolutely Reliable Source published satellite imagery of the site; the image seen here shows outlined compounds and no visible damage.12
- UNITED24 says the extent of damage and effect on production have not been independently established.2
Ukraine's General Staff said on 31 October that Neptune coastal missiles and attack drones struck the Kamensky Combine, a state-owned chemical and defence enterprise in Kamensk-Shakhtinsky, in Russia's Rostov region.4 It said a warehouse of finished products caught fire and four production workshops were damaged.13
Why it matters: the damage claim comes from Ukraine's military, and UNITED24 says the extent of damage and the effect on production have not been independently established.2 The satellite image attached to Militarnyi's report, credited to Absolutely Reliable Source, shows two outlined compounds and carries the channel's watermark. No burn scars or damaged buildings are visible in it, and its date is not stated.1 UNITED24 also carries a satellite view credited to the General Staff, which was not reviewed here.2
Driving the news:
- The General Staff says the plant produces solid rocket propellant used in ammunition for the Uragan, Smerch and Tornado-S rocket launchers, and in other missile and aviation weapons.23
- Militarnyi gives the plant's coordinates as 48.322833, 40.243132. It cites the OSINT-Varta channel as calling it one of the largest chemical plants in southern Russia, making gunpowder, explosives and ammunition components.1
- Militarnyi says the Rostov governor confirmed an overnight airstrike on Kamensk-Shakhtinsky and four districts.1
- UNITED24 says Absolutely Reliable Source also published imagery of the reported aftermath.2
The big picture: Militarnyi says drones hit the plant's production facilities on the night of 24 August 2026, so this is not the first reported strike.1 UNITED24 reports that the ATESH partisan movement claimed it sabotaged electrical infrastructure at the plant on 29 October, causing localised disruption.2
The other side: none of the sources reviewed carries a Russian assessment of damage at the plant. The governor's confirmation, as Militarnyi relays it, refers to an airstrike on the town and four districts, not to damage at the combine.1
Single-source note: the damage claim rests on the Ukrainian General Staff, relayed by Reuters and the three other outlets. The ATESH sabotage claim is also from the group itself, as reported by UNITED24.2 Only the Militarnyi image was reviewed here, and it does not show damage. The plant's role in propellant supply comes from the General Staff and OSINT-Varta, not from an independent source.
